[arin-ppml] ARIN-prop-174 Policies Apply to All Resources in the Registry

  Could you take a moment to explain the concerns that you 
  foresee with the policy change in addition to simply 
  expressing opposition?  The reasoning is valued by others
  on the mailing list in helping them form their own views
  on benefits and/or concerns with the proposal.
