Prefixes from other RIRs are aggregable along the Geographical
address assignment hierarchy lines.

Aggregation of all prefixes to  outside  RIR  region X    to one route
 for external Region X.

"One global prefix"  is in conflict with better efficiency  achieved
through that method.
