Thanks, John. I agree with your comments and I look forward to seeing the
legal review.

It might also be interesting to consider the impact to non-ISP end
networks. Perhaps the 'anti-competitive' issues are different, even though
access to the IPv4 market might be equally available - it's not clear to
me. Either way, we may want to consider what our obligations are to both
groups.
