2. I think you're reading too much into one slide from one ARIN staffer.

I know that there are companies in datacenters using PA space SWIPd
to their corporate address. I also know that ARIN recently clarified that
they do accept PO Boxes and rejected a suggestion to disallow them.

Since you cannot deliver internet service to a PO Box to the best of my
knowledge, I think it is pretty clear that policy cannot possibly require
the service delivery address to be on the SWIP. However, it must be
some legitimate contact address for the customer in question. Ideally
the one where they would prefer to receive service of legal process.
