Jimmy,
That criticism can be levied against just about any would-be policy
which states an exception. "This" unless "that" in policy means
evaluate "that" before you consider "this" in the derived procedures.
"Blocks smaller than /29 may be documented in bulk as 'small customer
assignments'" is at least as clearly policy as what's actually in the
NRPM now. But that would leave ARIN with hands tied when a purported
ISP says, "This /12 consists only of /32 customer assignments."
Can you offer a suggestion for proposal language -with- the exception
that doesn't fall afoul of what you see as straying into procedure?
