What I mean is that the NRPM section 12 provides for "resource review"
of any resource in the ARIN database at any time. That was added by
2007-14. The procedures to do these reviews, and the auditing of
requests to ensure compliance with the NRPM each would fall under
"ARIN general business practices and procedures".
The proposal states "unless all reasonable alternatives for verifying
utilization have been exhausted."
In other words, "exhaust all reasonable alternatives before
compelling the production of customer identities for any customer
holding a total of less than 8 IPv4 addresses"
"Do this first, before that"; The proposal is a procedure.
