For addresses in the ARIN free pool, I would agree with you.
For addresses already allocated to organizations that could seek transfer recipients
under 8.3 for whatever reason, the question is whether to limit those transfers to
transfer within the ARIN region or allow them to extend to organizations that need
resources outside of the ARIN region.
I believe that so long as the other RIR maintains a needs-basis requirement for
transfer recipients, such transfers should be permitted.
