That is exactly where they should go. If we can define addresses as surplus and declare that we do not need them and we will not need them in the future then we should responsibly return them to IANA from whence we they came.
There should be *NO* inter-RIR transfers that do not involve the auspices of IANA.
Has anyone queried IANA to see what they think of the issue?
