Actually, I liked how clean and simple Marty's original text was and
while I believe a second sentence is necessary, I think it should be
equally clean and simple. So, how about this;
Number resources within the ARIN region may be released to ARIN by
an authorized
resource holder for transfer to a specified recipient. Recipients
must still qualify to
receive resources according to current applicable policies.
