[arin-ppml] ARIN-prop-157 Section 8.3 Simplification

You could re-add the relevant parts of the next sentence, so it'd read:

Number resources within the ARIN region may be released to ARIN by an
authorized resource holder for transfer to a specified recipient.
Such transferred number resources may only be received under RSA by
organizations that can demonstrate the need for such resources in the
amount which they can justify under current ARIN policies.

I think that is more precise, but it's obviously not quite as
simplified as the original proposed text.  Marty, does that text still
accomplish your goal?
