[arin-ppml] ASN transfers...

ASNs are relevant to routing protocols. Ignoring the obvious  reference to
v4 'addresses' which could be construed as part of a poorly formed sentence
based on the many other grammatical errors in the nrpm, you could easily
agree to include ASN's as number resources without a change.

Still, easy enough to change. Maybe.
