"ARIN charges $250 USD for each transfer of Internet number resources.  In subsequent years, ARIN charges a consolidated $100 USD maintenance fee for all of the resources held by an organization (per OrgID), unless the organization also has an allocation, whereas the maintenance fee does not apply."

The RIRs already have to track many such "holes" in the IPv4 /8s, 
and coordinate with other RIRs regarding registration and reverse
DNS services. We do not intend to change ongoing maintenance fees
for resources registered transferred into another RIR region.
