I like the math, but with a mostly IPv4 Internet, this penalizes IPv6 
users as written. I believe we'd hit a closer par to what we have if 
IPv6 is sized per nibble. Until IPv6 is widely deployed and people are 
offering the same level of service with IPv6 as IPv4, your math forces 
IPv6 deployers to pay more.
