Yes.    I would say that for an Inter-RIR transfer to be performed,
the receiving RIR should have to show ARIN needs-based justification
for the transfer  provided by the recipient  that would be acceptable
justified need and merit acceptance of the transfer under ARIN's
current policy for ordinary in-region transfers.
