Hi Cathy,

I really haven't made up my mind on the question. Post free pool, I
think there's some merit to the proposition that dollars and sense is
sufficient to assure efficient utilization by the recipient. But we
aren't post-free-pool yet, we haven't made new free pool assignments
off-limits to transfers and regardless that's a larger debate than
adding inter-region transfers to our existing in-region transfer
process.

As long as there's a free pool (or at least a free pool that isn't
*very* tightly restricted) I tend to think it's better to have the
same standard for both free pool and transfer recipients.
