Hi folks,
The proposal which is being sent to last call is a very close match with the slide deck that was presented at the public policy meeting. Of course it had to be mashed around in order to "NRPM-ize" it (more on that later). The salient changes are as follows:
* Demonstrated need is solely the determination of the recipient's RIR (subject to them having a needs-based policy in place) rather than having to qualify with both the recipient RIR and with ARIN.
* Delete "within 3 months" immediate need clause.
There was support for these changes at the Philly meeting and overwhelming support for the concept of inter-RIR transfers at both San Juan (41-1) and Philadelphia (53-1). Nobody can credibly claim that the process is being short circuited here.
That's not to say that execution has been perfect on 2011-1. We committed one big error which I hope we all learn from and don't repeat. The lesson learned is that by the time the AC moves a policy proposal to draft policy (pp-xxx to 20xx-xx promotion) it had better be "NRPM-ized". A proposal that does not countenance specific and well-defined changes to the NRPM is simply a wish, it is not a fully developed policy proposal.
That said, I think that what has come out of 2011-1 is both workable and fully in compliance with the PDP as I have always understood it.
By the way, part of the last call process is accepting feedback and input as well as offering clarification when needed. As the "other shepherd", everyone should feel free to reach out to me with any comments or further suggested changes.
