I agree with Bill below. This was discussed at length at the PPM and deliberated at great length by the AC afterwards. The resulting text is, IMHO, the best effort possible to move forward according to the (relatively) clear will of the community. I will note that the room was polled with respect to whether we should make the necessary corrections to the draft policy and send it to last call or send it back around for another meeting, there was strong (though not overwhelming) support from the community for moving forward to last call.
