[arin-ppml] ARIN-2011-1: ARIN Inter-RIR Transfers - Last Call

Kevin,

We changed that text in response to staff comments about how the previous
text was too ambiguous.  John Curran told us in the meeting that these
changes made it clearer to ARIN staff.  We're open to suggestions though.
 Can you suggest some text you feel would be clearer?
