I chose my words poorly. Please allow me to rephrase:

I would like to see the AC request a ruling as to whether changes of
this magnitude within section 4 of the PDP process are defensible as
mere changes to the draft versus the new text being considered a fresh
draft policy subject to entry into the process at section 2.

If a draft can, among other things, switch from adding text for a new
situation to the NRPM to rewriting and changing the meaning of
existing text in the NRPM then what's the point of having a PDP
section 2 and 3 at all? Let's just discuss ideas and then start all
the drafts at last call.
