Kevin the dust is only starting to settle from 2011-1 and this text is 
more or less the version from late this summer when the AC selected the 
policies to take to the Philly PPM.  This proposal wasn't selected and 
has sat for the last few months, it is now time to dust it off and start 
talking about it again and see if we can get it in shape to take it to 
the spring PPM.  I confident we will incorporate Inter-RIR transfers 
before moving this to draft policy if we get that far.  Are there other 
changes you think should be made to move it to where it would be ready 
to take to the next PPM?
