Shoot I pasted the wrong draft name. This is the draft that references that
special purpose block

I am having a horrible problem with jet lag here.

Anyway this seems to me to be another special purpose block that perhaps
could use the /10 in the Weil proposal instead?

If folks don't feel that this is something that relates to ppml that's
fine.
