I discussed the issues raised in this proposal with the ARIN CEO prior to submitting this
proposal. I believe that the proposal is in line with the advice he gave me on steering clear
of the issues which would cause the problems you describe and/or be an issue inappropriate
for the PDP.

Note that it does not attempt to set the level of fees or change or control the fee structure.
It merely states that fees cannot be waived altogether as part of the RSA modifications.
