[arin-ppml] ARIN-prop-153 Correct erroneous syntax in NRPM 8.3

To keep companies from gaming transfers with multiple discreet requests,
perhaps add a blackout period for transfers then after each transfer? While
I tend to disagree with the single aggregate clause itself, I do wish to see
the goals of the community met as desired.
