ARIN-prop-149 Improved Transparency for Directed Transfers

ARIN received the following policy proposal and is posting it to the
Public Policy Mailing List (PPML) in accordance with the Policy
Development Process.

The ARIN Advisory Council (AC) will review the proposal at their next
regularly scheduled meeting (if the period before the next regularly
scheduled meeting is less than 10 days, then the period may be extended
to the subsequent regularly scheduled meeting). The AC will decide how
to utilize the proposal and announce the decision to the PPML.

The AC invites everyone to comment on the proposal on the PPML,
particularly their support or non-support and the reasoning
behind their opinion. Such participation contributes to a thorough
vetting and provides important guidance to the AC in their deliberations.

Policy statement:

Add the following to section 8.3 of the NRPM (where 8.3.[a..z] are
replaced with appropriate new subsection numbers when incorporated into
the NRPM)

8.3.a  In order to provide greater transparency in the transfer process
and provide the community the best set of tools to make routing
decisions as prefix disaggregation increases as a result of the transfer
market, ARIN shall maintain and publish a list of all prefixes
transfered under section 8.3. The list will identify the original prefix
and each subordinate prefix transferred under this policy and the date
each prefix was transferred.

8.3.b  Upon activation of this policy, ARIN shall include in the list at
the earliest possible time all prefixes which have been transferred
under section 8.3 to date.

Rationale:

The community has a right to know which prefixes have been added or are
the result of transfer-related disaggregation. This will provide
accurate data in a central well-known location.
