When was the last time the IETF was working on an IPv4 technology that
required IPv4 addresses?

The IETF has plenty of IP addresses  available in 240/4,  that the
IETF has not (yet at least)
indicated any specific purpose for, they are just reserved for the
IETF to do something with.

I'd much rather see the IETF working on IPv6-based technologies.
