Yes, vs. the price required to prevent sale to a speculator without need which will
likely be significantly higher.

I would say it is the requirement to walk away from the auction with the goods rather
than the entry into the auction. Additionally, I would say that it is not the ARIN
auction, ARIN is merely the company registering the transactions as they are
completed.

True. What it does is remove the non-needers from the pool of people you
have to out-bid. What I don't understand is how adding non-needers to the
pool would help.
