[arin-ppml] ARIN-prop-147 Set Transfer Need to 24 months and Clarify Exception

I do support this proposal:
I live in Alaska, and unfortunately for Alaskan businesses, there is no year-round
construction season.
What this means for us is that we Alaskan LIRs/ISPs have two-to-three-year
construction schedules based on ground-thaw dates and tundra-freeze dates.
Geographically speaking, this can translate into a construction "season" of
less than 5 months.
It was hard enough with the 12-month need, but we managed.
3-month need can break a company, depending on where/when/how new expansion
takes place.
24-month need would help tremendously in these situations, not just in terms
of guaranteeing available address space, but also in terms of keeping
the number of advertised netblocks down to the minimum required to support
the area.
