[arin-ppml] ARIN-prop-147 Set Transfer Need to 24 months and Clarify Exception

While I'm not yet convinced this change is absolutely necessary, and 
reserve final judgment until this has been fully discussed.  However, I 
support this proposal moving forward and it should be presented and 
fully discussed in Philadelphia.  I think is important that we carefully 
reevaluate the criteria we have for the evaluation of needs basis in 
light of the change to market-like competition for IPv4 address space. 
I think it is important to retain a needs basis, but the needs basis 
that worked when there was an IANA free pool may not automatically be 
valid in a market-like situation.
