And... there is also not conflict of interest. A conflict of
interest exists, where a person/organization is required to
make an impartial decision, and a competing interest
exists that could render their decision not impartial.

The lack of an obligation or requirement to be impartial
w.r.t. global policy proposals; eliminates any possibility
of ARIN itself being in conflict of interest.

The community is under no obligation to make an impartial
decision,  with regards to policy proposals;  community members
can consider their interests in taking positions, and supporting/opposing
proposals.

The ARIN boards are expected, to prefer what the community prefers.

The members elect the ARIN boards, and have the wherewithall
to elect different board members,  if they fail to do their job, or
if the community consensus regarding a policy or proposal
established and the PDP or other rules are seen to be ignored.
