Hi Mike,
The IETF is certainly available as a forum for discussing IP
addressing ideas too fundamentally at odds with the RIR process to
gain a fair hearing there. I don't see a working group listed which
would be obviously appropriate. Suggest you hold a BOF (informal Birds
of a Feather meeting) at the next IETF conference and solicit interest
in forming a working group.
I would also suggest that a BOF would be a much more appropriate forum
for such discussion than letters to the ICANN. With respect to IP
addresses, ICANN is not empowered to act counter to the wishes of the
IETF and RIRs.
