Hi Bill,
OK, then let the IETF and either the DoC or NTIA hash it out, since they are
all entities above the RIRs.
I think the contracts with the RIRs you reference are not actually contracts
but further MoAs.
I think there is enough separation between the IETF and the RIRs that there
would be an honest appraisal of the proposal.
And if money and authority speak with one voice, I suppose it will be heard.

This is not accurate.
ICANN operates IANA under at least two contracts, one to the IETF and
one to the DOC. DOC provides the money. IETF provides the authority.

I could swear there are also contracts with the RIRs themselves which
spell out the RIR's responsibility to the IETF and the IANA's
responsibility to the RIRs but my google-fu is failing me.
Regardless, the source of authority does not derive from the DOC and
does not pass through ICANN on its way to the RIRs.
