[arin-ppml] STLS 8.3

8.3 is not STLS and STLS is not 8.3

STLS is a listing service being provided by ARIN to help recipients and donors
find each other.

8.3 is the policy under which transfers would occur between entities that found
each other through STLS or other mechanisms.

8.3 allows a 12 month window.

Item 2 is permitted under 8.3. STLS is irrelevant to the question.
