Reread the section of that article on tacit consent, you are missing 
something.

Your assertion that the community members who form the "silent majority"
are opposed to the decisions of the participatory minority is nothing
more than a warmed-over version of Tricky Dicky's 1969 speech 
implications.  But even he knew he was on thin ice as in that speech he 
did NOT assert, as you did with your "conflate" comment, that the silent
majority was opposed to the vocal minority.  Instead he begged for the
silent majority to come forward and support him in opposition to the
vocal minority.

And as I recall, very few did.

Unless we see evidence otherwise, in my opinion it is a much more
supportable assertion to claim that the non-participants are in
general perfectly contented with what the small community making policy
at ARIN is doing.
