There is no needs based requirement contained in this proposal. It
also fails to address the transfer problem; giving more addresses to
regions with weaker policy regimes will result in the liklihood of the
addresses finding their way back to this region to fulfill need ---
via an expensive market.

This proposal is patently unfair and disenfranchising to the ARIN community.
