[arin-ppml] ARIN-prop-138 IPv6 Size Category Alignment

I think I'd rather see it line up better with ARIN-2011-3:

X-small    /35 or smaller
Small      /34 to /31
Medium     /30 to /27
Large      /26 to /23
X-large    /22 to /19
XX-large          /18 and larger

This places the proposed nibble-boundary cutoffs (36,32,28,24,20) in the middle of each range (off by 1, but that can't be helped).

Or maybe even shift them all 1 bit, so that people are encouraged to bump up to a nibble boundary if they already have an odd allocation:

X-small    /36 or smaller
Small      /35 to /32
Medium     /31 to /28
Large      /27 to /24
X-large    /23 to /20
XX-large          /19 and larger
