That will likely get addressed by the AC cleaning up the language
before the proposal goes to the next stage.

I believe the intent is to modify ARIN's practices in this regard.
That's a perfectly valid thing for a policy proposal to do.
I do question the reasoning behind modifying it only for legacy addresses
rather than all reclaimed addresses.
