Hi Marty,
Although end-user registrants, legacy-only registrants and registrants
holding only non-IP resources may become ARIN members by paying an
additional $500/year, they rarely do. With a few exceptions, only ISPs
are ARIN members.
The basic difference between a member and a non-member is that members
can vote in the elections while everybody else merely receives
resources.
