[arin-ppml] ARIN-prop-127: Shared Transition Space for IPv4 Address Extension

No need to sunset if most of the world is running IPv6.  It could be
sunsetted, but nobody would care.

I am coming around but not quite there yet.  I would like to see a
sunset on it even if it is 5 years or even 10.
