What about new organizations formed between IPv4 depletion and IPv6
parity? Don't they also need a /24 to get started, even if they focus
on IPv6 connectivity.
Once you consider them, this might start to look like APNIC's last /8
policy, where the whole thing is reserved and everybody (new and
existing) gets a single dip...
