I Object to this proposal as well... 
The main reason is no timetable for how long the "reservation" is good
for, that is a lot of space to "reserve" for people that may not want or
need it.

ARIN received the following policy proposal and is posting it to the
Public Policy Mailing List (PPML) in accordance with the Policy
Development Process.

The ARIN Advisory Council (AC) will review the proposal at their next
regularly scheduled meeting (if the period before the next regularly
scheduled meeting is less than 10 days, then the period may be extended
to the subsequent regularly scheduled meeting). The AC will decide how
to utilize the proposal and announce the decision to the PPML.

The AC invites everyone to comment on the proposal on the PPML,
particularly their support or non-support and the reasoning
behind their opinion. Such participation contributes to a thorough
vetting and provides important guidance to the AC in their
deliberations.

Policy statement:

   Upon receipt of the last IPv4 /8 from IANA, ARIN shall reserve one
/24 of IPv4 space from that block for every ARIN-registered AS number,
including assigned legacy AS numbers in the ARIN region. Organizations
may apply to receive the space that has been reserved under the existing
address space justification policy.

Rationale:

   IPv4 space is running out. Most organizations will find that their
IPv4 to IPv6 transition plans require a small amount of additional IPv4
space, but given the current pace of IPv6 deployment and transition it
is highly likely that most organizations will discover this fact AFTER
no additional IPv4 space is available, including space that has been set
aside in a transition technology pool.

   This policy ensures that every organization that previously qualified
due to unique routing policy and/or multihoming will be able to request
and receive a small amount of transition space at any time after runout.

   This policy also has the beneficial side effect of accelerating
general IPv4 runout, which will encourage IPv6 deployment.

   These reservations will consume less than 1/3rd of the final /8.
