Opposed.

Reasons include:

* It is an IPv4 policy.  Deck chairs.  Titanic.
* Length of membership does not define needs.
  One's time in the club should not mean your
  needs are more important then others.
* I really do not think this is a better policy than
  the existing one.
* I think I remember a post (from John Curran?), where it
  was stated that there is (almost) an agreement regarding
  legacy space between the RIRs.  I would certainly like
  to know more about that before trying to throw it into a
  new policy.
