I would be in favor of using the "least desirable" /10 ARIN has
available (or can acquire) for this purpose, whatever that happens to
be. I suggest we punt the question to staff - ask them to make the
determination which /10 is least useful as public unicast addresses.
No need for us to micromanage that detail at the policy level.
