To be honest, I'm lazy. The only time I do paperwork is when I have to 
do paperwork. ARIN currently enforces compliance of whois information 
when requests are made to get more address space.

I have no interest in ARIN trying to recoup address space from people 
who are not requesting address space, with the exception of fraud.

I'm sure many will disagree with my sentiments, but I'm also sure I'm 
not the only lazy one.
