[arin-ppml] Alternative to proposal 125: Requiring IPv6 planning for IPv4 allocations

While I like that this proposal has much less overhead than 125, I don't
think this will actually help anything.  If there's no requirement for
an active implementation, then unless this policy demands very detailed
plans (which lead back toward the problems I have with 125), then a very
generic "we're currently offering IPv6 to all customers that request it"
might do, and that makes it a no-op as Owen said.
