[arin-ppml] Alternative to proposal 125: Requiring IPv6 planning for IPv4 allocations

I would not support this.
While I'm one of the biggest supporters of IPv6 and have obviously put
quite a bit of effort into raising IPv6 awareness and education, I don't
think it's appropriate to go to this length.
As much as I think ARIN has a good role as an advocate to raise community
awareness of IPv6, I think that making protocol selection a policy issue
is, at best, a no-op (as this policy would likely be) and at worst unnecessarily
and inappropriately meddlesome (as 125).
