  Full agreement; this is why the policy process is so important.
  It was simply necessary to be clear for Mr. Hain that ARIN does
  not control routing; the community hopefully participates in the
  policy development process, and may make use of registry because
  we manage it as directed, but that's not the same as directing 
  the configuration of ISPs routers...
