Wait... I just supported version 3. Can't support this one as written though.
The addition of the first sentence seems a good idea. (isn't there an earlier section of NRPM recognizing ICANN Global Policy already?)
Why add the word 'permanently'? It reads as a conflicting statement. Simply dropping that word would fix the issue IMO.
