Benson - 

Is it your intent via this proposal that all changes to legacy address holder 
records that have occurred since ARIN's inception be vacated?  ARIN has 
indeed processed many changes since that time, and the hence the records 
inherently conflict with the original allocation records.  Is the intent of the 
above language to give precedence to original records of address holders 
despite all changes to date that have already been reflected in the ARIN 
Whois database?  Alternatively, are we to seek documentation anew for
all of the transfers accomplished to date, and reprocess according to
section 13.x.4?
