Orthogonal issues.  A vibrant transfer market is not, per se, a goal of ARIN or the community.  Nobody _in_ the community makes a commission per transaction.  And the LRSA does not exist to serve the transfer market.  It predates the transfer market, and has its own goals, notably dispelling murkiness around the rights and obligations of legacy holders.
