I'm really speaking to the mechanics, and not the specific outcome of the policy proposal.

But Accelerated compared to what? at some point we won't be allocating new ipv4 prefixes? The current set of inmates appear to have no trouble de-aggregating the prefixes they already have. Slicing and dicing them to allow new entrants will necessarily produce de-aggregation even if I or someone else involves the registry in the exercise.
